The Community Relations Commission

In accordance with Columbus City Code 139, the community relations commission was created and established to recommend ways and means of initiating and improving city government programs designed to eliminate discrimination or to remove the effects of past discrimination.

The Community Relations Commission is also authorized to investigate, mediate, conciliate and conduct hearings on complaints alleging discrimination and to work with the City Attorney to prosecute cases where discrimination has occurred against individuals in employment, housing and public accommodation because of race, color, religion, national origin, ancestry, sex or sexual orientation, age, disability, pregnancy, familial status, and gender identity or expression or that interfere with their civil rights.

In performing these functions, the commission shall strive to increase the effectiveness of these programs, to increase the fairness with which these programs are operated and to increase inter-departmental harmony in the operations of these programs.

A native of Columbus, Ohio, Napoleon Bell II attended Columbus Academy through his formative years finishing at Bishop Hartley High School. Director Bell attended The Ohio State University and received his Bachelor of Arts degree in Communications from Capital University.

Erika Clark Jones
Erika Clark Jones

Deputy Director, Homeless Advocate

Appointed as the City of Columbus’ first Homeless Advocate, Jones is also the Deputy Director of the Community Relations Commission and is responsible for creating and maintaining productive collaborations with the region’s non-profit, private sector and religious communities that assist and support Columbus’ impoverished and homeless population.  Additionally, Jones is leading Mayor Michael Coleman’s significant South Side neighborhood Collaboration comprised of residents, local businesses, non-profit and community foundation stakeholders.

A Columbus native, Jones has more than two decades of experience in public affairs, community and constituent relations, and strategy development.

Guadalupe A. Velasquez

New American Initiative Coordinator

Guadalupe is a local advocate, volunteer and community leader for the Hispanic/Latino and Immigrant communities in Columbus. Currently serving as the Director of Programming and Education for the Hispanic Chamber of Commerce of Greater Columbus and lead advocate for the Ohio Commission on Hispanic/Latino Affairs, she is building a legacy of change and action for local organizations.

He has Bachelors Degree in Sociology and currently pursuing his Masters in Public Administration. Mr. Soofe has 10 years experience in public service. Nelson Hewitt

Mr. Hewitt has been an Equal Opportunity Specialist for the City of Columbus since 2005. He has a Master's degree in Psychology.  He also has fifteen years of experience in public service. In that experience in Cincinnati, Ohio he worked with citizens, unions, police and fire divisions, community leaders and the civil service commission in the personnel department.

Neal Semel has been with the Community Relations Commission serving as Equal Opportunity Specialist and Education Coordinator since 1996. Neal has facilitated Diversity and Conflict Resolution Training throughout the City of Columbus. Additionally, Neal has worked with Schools, Colleges, Businesses, Governmental Agencies and Community Groups throughout Central Ohio.
